Can we encrypt the entire track if we don't have the key to decrypt it?

You are NOT allowed to store track data, period. Regardless of how well you think you have protected it.

One way encryption makes me think you should be securely hashing the data instead of encrypting it. The secure hash of any data is not cardholder data.
