Do PCI merchants and service providers have to buy third party application and developpement from PABP suppliers ?
I have read that PABP is only a US VISA requirement. Any idea if PABP is mandatory for PCI in Europe ?

PABP applies globally for Visa and will become a PCI requirement soon when it is included in the PCI standard.
If you have questions I would contact your acquirer or card association and ask them what your current requirements are.

I'd like to agree - but PABP hasn't been pushed at all in the Asia-Pacific region by Visa.
Visa AP has only just trained (accredited ?) an additional 15-20 people in Australia to perform PABP certifications, making around 25-40 people in this Visa region.
My understanding from the Visa rep at the training is PABP is still recommended/encouraged in AP, but not mandated at this time.
My assumption is that PABP/PASS will become mandated later this year, with a 2-5 year phase in period.
