We are a University that issues U cards for our students to use. They are not credit cards and can only be used in specific terminals on and off campus. If anyone else has these types of cards what, if any, PCI rules do they put around them, specifically do they make them only use POS terminals found on the PCI -PED listing?

If the 'U card' is co-branded with one of the card brands (V, MC, Amex, Discover, JCB), then PCI applies. If it is not, then even if the card is accepted at merchants in the community outside the university, I'd recommend following PCI requirements but they would not be required.

If it is a "credit" account, you need to have a discussion with your lawyers about whether or not your card could fall under the scope of some of the more irritating laws out there.
GLBA caused us to sell our branded plastic portfolio to a bank because we didn't want to deal the hassle.

Great comment, and I couldn't agree more. The last thing your institution needs or wants is to comply with Reg W (dealing with credit). Reg E and your campus debit cards is bad enough.
